The Association of Directors of Environment, Economy, Planning and Transport (ADEPT) have published an advice note - 'Potholes - a Repair Guide'. The research was commissioned by the Department for Transport following the severe weather of the 2017/18 winter, which caused a dramatic increase in the number of potholes and in turn placed increased pressure on local highway authorities.

According to Adept, "those additional pressures meant that local authorities had to prioritise how they best utilised their skilled but limited resources. Many were forced to compromise by prioritising gritting over filling in potholes or vice-versa to keep the road network safe and moving".

In the guidance, ADEPT advises local authorities to adopt a "prevention is better than cure" principle when aiming to improve the highway. However, it recognises that the reality of the current situation is that many local authorities are facing funding issues.
