The UK Roads Liaison Group ("UKRLG") has released an Asset Management Competence Framework to help highway authorities implement the recommendations of the new Code of Practice (Well-managed Highway Infrastructure), in particular, Recommendation 15 'Competencies and Training' which states "The appropriate competencies for all staff should be identified. Training should be provided where necessary for directly employed staff, and contractors should be required to provide evidence of the appropriate competencies of their staff".
The framework has been developed by Atkins together with assistance from the UKRLG Asset Management Board, highway authorities, training providers, and professional institutions. It supports the Code of Practice, ISO 55000, and the adoption of a risk-based approach. It is intended that the framework will enable authorities to identify competence gaps and target training for their staff.
The framework can be used in two ways, either by assessing the individual competences of members of staff within the highway authority or by performing a single assessment for the entire authority.
